Most likely scenario: This skinny starving polar bear mama gave birth to two or three cubs in january. Unfortunately she had picked the wrong island to hibernate on. When the cubs were big enough to get out, the ice, from which polar bears hunt seal, was gone and therefore food was scarce. To save herself she probably ate one of the cubs (or two if there were more than two cubs). The destiny for this remaining cub might be to be eaten as well. This is the logical way for this polar bear mama to act - it is better that she survives and gets a chance to bring up new cubs next year, than that they all die.
