Despite the presence of two wheelie bins in the back yard, the upstairs neighbours are unable to throw the rubbish out. Or over the wall. Perhaps in whatever Baltic state they are from, refuse is prized and kept as a sign of manliness, or - alternatively - they are stupid ASBO asshats from Poland.
