Cold weather travelers

I passed these two as I was about to turn into Safeway's parking lot. I saw them next to the Dollar Tree store and was going to stop and try to find out their cirumstance and give the dog a biscuit (I always carry one just in case). I had no money to help, but I even thought of taking them home with me (where I have no water and not a lot to offer) but they were gone when I left Safeway. I am praying for their safety tonight.
