My 1790s-inspired drape in progress. The top was an exceptionally stiff, medium-weight synthetic, and the bottom was a delicious chartreuse and black silk. Beneath the skirt, there's a laboriously knife-pleated 3 yard length of tulle to give the high CB fullness -- you'll see how far it puffs out in later pics.
