In Civil Services, Muslims constitute 3% IAS, 1.8% IFS and 4% IPS. However, many High Level appointments are promoted candidates. The share of Muslims as direct recruits through competitive examinations is low at 2.4%, 1.9% and 2.3%, respectively. .
In judiciary, Muslims representation is merely 7.8 %. .
The Committee found that the representation of Muslims in Government jobs is far below their proportion in total population. This clearly comes out from the table compiled by the Sachar Committee given below: .

State Level Employment: It must be noted here that only 12 states responded with some data on state level employment to the Committee. Among them complete data was forwarded by Karnataka, Maharashtra, Gujarat and Tamil Nadu. The Committee has noted that West Bengal failed to provide complete data and also did not provide it in usable format, i.e., while data on number of Muslim workers was made available, the information on total number of workers and employment of other SRCs was lacking. Also, WB supplied data pertaining to only about 1.35 lakh employees. The total number of employees reported by WB in the Home Department was only 5690. Additionally, in most states the maximum share of Muslim employees is in the education and transport departments, and WB provided no data for these departments. (See Table 12) .
ICDS: The ICDS 2004-05 covers only 11% of the 0-6 age group in India. The all India ICDS coverage among Muslims is the worst at 8%. ICDS for Muslims is better in Kerala (9.4), W.B. (13.8), Maharashtra (14.0) and Gujarat (31.7). .
MDM: The Mid-day-Meal Scheme benefits children aged 6-16 years. This programme is less than a decade old. The all India MDM coverage is 27% for 2004-05. The MDM coverage for Muslims is 23%. MDM coverage for Muslims is better in Kerala (37.4), W.B.(33.3), Tamil Nadu (38.5)and Karnataka .
