1) The council condemns in strongest terms the undemocratic manner in which the VC left the negotiation with the JNUSU on the charter of Demands. The council condemns the undermining of the institution of JNUSU by his undemocratic attitude, which is unacceptable. .
However, the JNUSU president in the last one year did not even initiate a discussion within the student community on the
.. to mobilize the students. On the other hand no dialogue was initiated by her with the administration. With the administration till mid September to pressurize them to concede to the demands of the students. Not only that the fact that even the last years agreement with the JNUSU has not been implemented proves the inability of the present JNUSU president to lead the JNUSU and give direction to the student movement in the campus. As a result of the failure of the JNUSU president to provide leadership to the JNUSU, no demand of the students has been achieved even at the fag end of the tenure of the present union. The present union, which is in a transitory phase, is not in a position to lead a sustained struggle necessary to achieve the major demands of the students. Therefore, the council believes that the process of handing over the union be started so that the new union coming with the full mandate of the students can carry forward the struggle to ensure that the demands of the students are met. 2) The JNUSU appeals to carry forward the struggle to fulfill the remaining points in the charter of demands and agitate against the attack on the autonomy of the GSCASH. This course of action should be taken following the outcome of the negotiations with the VC on 21-09-.
05. The JNUSU should continue its agitation against the attack on the autonomy of GSCASH and the failure of the administration to fulfill the charter of demands despite repeated demands in the form of indefinite hunger strike from 22nd September and also we should call for the public burning of the new rules and procedures of GSCASH on 23rd September evening. Favour; 6 Against : 9 Abs: 1 Defeated 4) Masood Alams case has expressed the incompetence and lack of transparency in the admission process where related criteria for admission one of published in prospectus leading to harassment fo the applicants. JNUSU demands that all related criteria for eligibility be henceforth clearly published in the prospectus to avoid such discrimination and injustice. We demand that the AC review the resolution that one who does not clear M.Phil entrance cannot be admitted to direct Ph.D programme in the same year. .

It also condemns the points of the ruling class, congress & BJP, which played a major part in committing these atrocities on Dalit community. (8)The council condoles the death and destruction of life and property caused due to the floods in Mumbai and Maharashtra. The council also condems the inefficiency of the Maharashtra Government to provide relief to the affected people in time. .
