Two Key Steps Towards aSocially Inclusive JNUIJNUSU congratulates the student community for itsspirited participation inthe ongoing struggle to ensure 27% OBC reservation, recognition of Madarsa certlfic~tes, reconstitution of the Proctorial Board, fair enquiry and punishment to ABVPsserial violence mongers,2005 cut.-off date of UGC fellowships, facilities for PH students and others Issues in our Charter of Demands.20 students have already joined.

the relay hunge~strike, which has reached its second day. There has been no response from theadministration, and clearly the strugglemust be intensified. We appeel to the student community to continue to rally behind JNUSU to ensure that the administration agrees to all of.

our demands. · The essence behind the ongoing struggle is to create amore socially just and inclusive JNU. For JNU to becDme truly progressive andinclusive,ij isessential that along with making our admission system as Inclusive as possible and ensuring financial assistance forresearchand higher education,we make sure that all students, once they are here, are provided with all possible facilities so that they can make the.

best use ofJNUsacademic infrastructure. .

PH students in particular need more financial support and infrastructural facilities. It is a matter of grave concernthat even acampus like JNU was hardly aware to the direneeds and hurdles that they face. Ittook several efforts by the PH students to put.

even the basic necessities in place. JNUSU's continuous struggle has led to only amodest beginning inthe process. For instance, the HelenKeller un~has. been upgraded in the Central University. However, alot more needs to be done. The Helen Keller unit as of now is too crowdedand not properlyventilated, and therefore needs to be made more spacious and user friendly. Sound Indicators must be put in place, parking spaces need to be pro-perly delineated and adhered to. Proper ramps will also have to be constructed in the EximBankand CHS DSA Library, and also for the basement of the CentraJ Library. Software-enabled computers should be installed in allthe Schools and Centre libraries. Asmall beginning has started in this direction, which must be expan'ded and expedited.Equally important isthe provision ofhealth facilities for JNU students. Ours isaresidenttal campus, and thenumber ofstudentsbeing admitted isincreasing every year. The current state of the health centre is completelyinadequate to cater to even theminimum healt.hcare needs of any patient. There are various issues involved. For one, there are very few doctors. There are just two permanent doctorsand a few specialists come once in while. Another issue is that the health centre is open only for a limited time. Also, the medical.

infrastructure in the heattn centre is abysmally poor, and moreover there is astrong reluctance in the health centre to make use.

of even the existing facilities. Patients are routinely referred to AIIMS, Safdarjung, and even private hospitals like GM ModiHospitaJ. The health centre does not handle cases as simple as a bad stomach infection! Private hospitals runon their own.

commercial logic, and often expensive medicines and uncalled-for diagnostic tests are foisted on the students.Students have to bear theburden of massive medical bills.which are often not reimbursed. The current wave of state-sponsored privatisation of health services hasresulted Inacut in the budgets of hospitalslikeAIIMS and Safdarjung. These hospitals are becoming moreunderstaffed and underequipped.

year after year, due to the govemmenfs callousness regarding public health..

In spite of the fact that JNU Is aresidential campus, the JNU administration has shown extreme insensftf.vlty towards.

upgrading and revamping its health centre, Increasingly leaving the members of the JNU community at the mercy of marketbnrtalit!es. Let us all be clear about one thing. The administration has the funds, it is essentially a problem of priorities. Thisadministration is perfectly willing to spend money on ubeautification', rather thenon financial assistance to students, or on better library and.

health facilities. .

A$ studentswho do not share the administration'svision forour university, it isincumbent on us to force theadministration to change its.

priorities. We have aCentre for Community Health and Social Medicine in our campus, and as socially sensitised students, we musttranslate the values ofour academicsinto alivingrealtty. We need to ensure that our health centre does not operate under the dictates ofthe.

corporales and the market, but is sensitlw~ to thefinancial constraints of the patients,Is all-inclusive and efficient..

in course of the ongoing agitation, the JNUSU has categorically demanded that the permanent staff Including doctors must beincreased. At least the emergency services must be kept open round the clock. All basic diagnostictests must be put in place, and the present attitude of off-loading the patients even with fairly manageable aliments to nearest hospitals must be stopped..

JNUSU appeals tothe student community to rally behind the ongoing struggle and the relay hunger strike for progressive policies and aco"ectpriority ofinfrastructwral expansion that will make JNU really socially inclusive..
