On behalf of the students of JNU, we would like to draw your attention to certain Issues concerning.

Indian education in general and our University in particular. on the occasion of your visii to JNU..

It has been a long-standing demand of the student community that elected students' representation.

should be provided in the Academic Council and the Boards of Studies of the University. Last year after aprolonged agitation by the students. the Administration had agreed to this demand. However. till date no suchelections have taken place due to the non-clearance of the proposal from your Min1stry. We would request you to ensure that your Ministry endorses the proposal for students' representation in the declsion-making .

While JNU is one of the most prominent research centres in the country, it is unfortunate that our researchstudents do not get adequate financial support like scholarships/fellowships from the Government to pursue.

therefore demand that every needy student of our University be given financial assistance to facilitate hisor herresearch. Such scholarship may be named after the late Shrl K.R.Narayanan, former President of India and aformer Vice-Chancellor of JNU. Additionally. your Government had promised in the Union Budget 2005 toprovide Rajiv Gandhi fellowships to all SC/ST students pursuing research. However, till date this scheme has notbeen introduced. We req uest y ou to implement this scheme at the earlie$t and provide scholarships to all the.

SC/ST research scholars of JNU. .

The students of the Science Schools of JNU are facing a serious problem related to frequent instances ofdelay in the release of funds for the CSIR fellowship. We request you to look Into the matter and take steps toensure the timely release of the fellowship funds. .

We would also like to raise certain important issues related to the education sector of our country. Formore than a decode now, there has been a gradual decline in the funds allocated for higher education as aproportion of GOP. In order o develop India into an intellectually self-reliant country. it is of paramount.

We are apprehensive about ihe efforts to enact the Private Universities Bi ll. We believe that PrivateUniversities are unnecessary for the development of higher education in our country. The experience of private.

institutions in professional education shows that while they charge exorbitant fees. the quality of education and.

infrastructure facilities provided by them are sub-standard. Moreover. we also consider the moves to allowforeign universities to operate in India and open up the education sector under the GATS as fu rthering theprocess of commercialization of education and being detrimental to our intellectual self-reliance. Therefore we.

appeal to you to discard the proposed Private Universities Bill and Instead fo cus upon improving the condition.
