North East, Kashmir, Indian State At War With Our Own People! In the 57 years ofIndependent India, people in large parts of India have never breathed the air offreedom; they have always lived under theshadowofthe gun In what is virtually military rule.ABVP's upatJiotism Wee'f:' had displayed aseries offilms ofthe "Gadar-Border" variety. What has beenthe real fac8 ofthe Indian S1ate-that ofanoble Sunny Deol in military unifonn battling terrorists at the border, orthat ofthe Assam Rifles personnel whoroutinely rape and kiN women, and disappear" youth in Kashmir and the North East?.
In the 50 years ofthe Armed Forces Special Powers Act (1958)I innumerable women have been raped by the Army. Rarely has anyone beenprosecuted forsuch offences, and the rest ofthe country too remains in the dark about such atrocities in this region. Isn't It ashame thatthe blindness.
of India's rulers tothe assaults on the dignity of North East womanhood could be challenged only by women who protested nakedhafnrathe Assam Ri~esHeadquarters? What "cultural nationalism", which democracy in the world has required women togo naked inorderto protest? .
Many versions ofthe AFSPA in the North East and in Kashmir-which gives the Army the "righf'to kill people on suspicion-have been introduced.
in the name ofoombating "terrorism".But the fact is that in the halfcentury since these draconian Ads were introduced, the numberofinsurgent groups.
in theseregions has multiplied. The real aim ofsuch Acts has been to intimidate and crush the aspirations ofthe people ofthese regions..
AFSPA was first imposed in the North East in Nagaland in 1953 -the 1958 version came later, and soon this Act embraced whole districts all overthe North East The North East has witnessed several historic movements against the systematic discrimination, economic deprivation and state terror, before and after Indian independence. During colonial rule, the entire rice production of the valleys ofManipurwas exportedI causing severe shortagesin the local market-the all-women Nupilan Movement was launched against this exploitation. The Nagamovement for Human Rights has alongand brave history ofstruggle. In the infamousOinam Massacre in 1987,the Assam Rifles personnel,as part of "Operation Bluebird",mowed downVIllagers, killing people including women and babies. Activists who protested were jailed and tortured, but the repression sparked off massive protestmovements. In the Heirangoithong Massacre (1984)~ 13 spectators ofavolley ball match were arbitrarily kirled by the CRPF; in the RMC Massacre(1996),9civilians including a medical student were killed inside the hospital premise by the CRPF..
Bullets and black laws are one aspect ofthe discrimination against the people ofthe North East;the other aspect is that ofthe denial ofcultural-identity.Aleading rndian dailyactually canied aphoto ofVietnamecse monks, with the caption,[&Students from the North East". In Delhi and other parts.
ofIndia, students from these regions are subjected to racist abuse and are treated as ethers"..
Obviously, the "cutturaJ nationalismJI ofthe North East stands in open defence of repressive laws in Kashmir and the North East, and also standsfor cultural homogenisation ofthe people ofthese regions. But,in this entire bloody history ofState Repression, the ruling Congress toohas.
played an infamous leading role. Even today, Assam Chief MinisterTarun Gogoi Is one ofthe most ardent advocates ofthe AFSPA, and.
has advocated "more troops, more copters", as well as F81 11help" in the North East. Mr. Gogoi and his Congress Party need to be told: "Shame.
on you for supporting this Act, which is an enemy ofthe entire North East! You can bring more troops, copters and imperialist FBIagents to the North East; but the real question is: why can't you bring democracy, equality and dignity, which is what the strugglingpeople ofthe North East are demanding?" .
Unfortunately, even the SFI's parent party CPI(M) has displayed Its double standards on draconian laws by supporting the AFSPA.The CPI(M)'s Tripura CM, Manik Sarkar, has notonly imposed the AFSPA In 27 out of52 thanas in his state, he has trotted out the same excuses for.
continuance ofthis Act as hisfriends inthe Congress. In the Tripura State Assembly,he announced the CPI(M) Politburo'sposition thattheAFSPA was.
~~necessaryfor the unity and integrity ofthe country",and advised the Manipur CM not to "relent to pressure"to withdraw the Act..
Friends,Memory is the weapon ofthe people against the forgetfulness imposed by the rulers. Today, when the communal ABVP woos us in the.
name oflinatlonalism",let's remind them ofthe Gujaratg~nocJde. The SP ofBhavnagar has exposed howthe Modi Govt. instructed him not toact against Hindu rioters, implying that the police should kill Muslims instead.ln the JNUSU elections, let's teach these killers alesson.Today,on the anniversary ofthe Congress-sponsored, RSS-backed anti-Sikh pogrom in 1984,let's tell the NSUI-Yes, it'strue, somekill theirway to power. .
Like Rajiv Gandhi, who, on becoming PM, defended the pogrom as anatural "reaction" to Indira Gandhi's killing, saying "When abig tree falls, the earth shakes''; .
Or, like Narendra Modi, who invoked Newton's lawto defend the Gujarat genocide..
Lefs assertthe tragic memory ofthe State Repression in the North East and Kashmirand the historyofthe brave resistance to it, and caU shame onthose who defend the draconiankiller laws like AFSPA. .
Let's make the JNUSU a consistent voice ofsupport forthe thousands of people struggling for liberty, dignity and equality; andaforce of solidarity forthe struggles for justice ofvictims of genocide and state repression.Central Panel SSS .
