Jawaharlal Nehru University Students Union (JNUSU) .

To the Vice Chancellor, Chairperson, Academic Council and all Members of the AC .

It has come to the notice of the student community that JNUs Academic Council (AC), which is one of the universitys highest decision-making bodies, will be meeting on March 19th 2012. We would therefore like to bring to your notice certain important issues regarding democratisation of the academics and the admission process in JNU and to strengthen its inclusive character. .

1. Reduction in the weightage for Viva-voce in the entrance exam: In JNU, it has long been the practice to allot a weightage of 30% for interviews in the admission process. The high weightage for viva marks unfortunately leaves the door open for subjective biases (of various kinds) of the evaluators to unduly influence the final results. Therefore, it is urgent that in the interests of ensuring objectivity and impartiality, and reducing the evident subjective and ideological biases, the weightage of viva marks be reduced from the coming academic year itself. We provide below a random sample of some instances from the admission test of 2011: .

It must also be noted that the JNUs admission policy on viva-voce is in violation of the verdict of a 5-Judge .

Koshal) said, We are of the view that, under the existing circumstances, allocation of more than 15% of the total marks for the oral interview would be arbitrary and unreasonable and would be liable to be struck down as constitutionally invalid We, the undersigned, demand that the issue be included in the agenda of the upcoming AC meeting of March 19th 2012. We also appeal to the AC to take a concrete decision to reduce the weightage of viva marks in JNUs entrance exam. .

Reduction in eligibility criteria for OBC students at various levels; The eligibility criteria for OBC students have to be reduced at various levels BA to MA, MPhil 1st year to M.Phil 2nd year, and also from M.Phil to Ph.D. After implementation of OBC reservation it is necessary that the OBC students are given relaxation as the SC/ST students. .

Updating the quartile list for the admission: JNUs deprivation point system and quartile list has to be updated to ensure more social inclusion. Currently, several backward districts (for instance Siddharth Nagar, Mau and Gautam Buddha Nagar) are not identified as such by JNU, and students coming from these districts are not able to avail of deprivation points. .

Further Recognition of Madrasa Certificate: After 40 long years, JNU finally started recognizing madarsa certificates in 2008. This process of recognition of madarsa certificates has to be further intensified. Also the anomalies requiring additional English certificates from eligible madarsa students have to be corrected. .

Increase in MCM and Expanding Time Period for UGC non-NET Fellowship: MCM was last increased in 2006. It must be increased to keep it relevant in a situation of skyrocketing inflation and cost-of-living. Moreover, our university has a total 7 years research program. The university must take steps to ensure that students are provided scholarship to sustain them for the last two years of their research. .

We, the undersigned, appeal to the Academic Council to take all these issues into consideration in the upcoming AC meeting of March 19th, 2012 to sustain and strengthen the inclusive character of our university. .
