The Elders of Old Town
Old Town is a district unique and distinctive even by Paprihaven standards. With its Firm Stasis phenomena* and being the oldest section of the city proper, Old Town has a personality of its own.
Once a person owns a residence in Old Town it is rarely relinquished. The prices offered to existing residents to buy their spot have been so exorbitant that it has given rise to the Paprihaven saying, "A pot of gold or a spot in the Old."
In addition to landmarks such as the Bijou Planks Theater**, three residences stand out. Or, particularly, the residents themselves.
Known as the Elders of Old Town, these three men avoid public scrutiny but are said to be the power brokers of this amazing district.
Dr. Clark Savage, Jr. occupies the penthouse suite of Empire Tower. Lamont Cranston owns the rambling Cranston Mansion. And Bruce Wayne, the most public of the three, often hosts gatherings at his stately Wayne Manor.
It is said that even if you can convince a resident to sell, approval must first be secured by these men. The Elders of Old Town.
