The best way to protect the front lens element may not be getting a 19mm UV (and you know you cannot be sure about the quality as it's always comes from unknown brands, if you can get one) but have a hood cap.
Luckily I got such a 25.5mm lens cap in a shop here in Shanghai and they did a really simple DIY job - stick a staple. RMB$10, that's no more than US$1.4.
