Start small, stay focused, be opportunistic
Ethiopia’s policy and legislative framework supports water resource management, but isn’t implemented well. The government needs to take a problem-solving approach, working within existing frames of power and resources and involving all concerned parties to identify solutions.
In this picture, water managers from the government and river basin organisations discuss the risks of unplanned irrigation in the Wonji sugarcane plantation. Three of these organisations have been established in strategic river basins in Ethiopia; however, in most cases they lack adequate financial, human and technical resources to fulfil their mandate. These are some of the structures that need greater government support if Ethiopia is to realise its development ambitions fairly and sustainably.
