A Community Police Office built by the local community

While community policing is a government policy, other than the salaries of the Community Police Officers, its implementation is funded entirely by communities themselves. Through Advisory Councils, made up of selected community members, the communities raise funds to build offices (such as the one pictured) and living quarters for the Community Police Officer. This helps to build ownership of community policing amongst communities but can also be a heavy burden in a country where the average income is just over USD1,000 per year, according to the UN Human Development Report. The Amhara Regional Police Commission estimates that communities across the State have contributed buildings and materials worth 70 million Birr (approximately USD 3.7 million) since community policing was introduced.
