Yet despite the resource constraints they work within, some Community Police Officers have innovated to help reduce crime and improve community-police relations in their kebeles. For instance, this Community Police Officer developed a pictoral manual for his largely illiterate community showing the most common crimes experienced in the kebele (assault and serious bodily injury) and how to respond to them.
