I was talking to the lady who was selling this and she said it is a very very old costume. It's made of papier mache and most likely horse hair. The head was to be held under your arm while the wearer wore clothing over their head as to appear headless. You can't see it, but there is even a stripe of red paint around the neck of this thing. It was going for $75. Quite a drastic cut from what was originally over $200.
