Negative Feedback Loop

This covered walkway runs for about a third of a mile, leading up to the Triboro Bridge from Randall's Island. It wasn't exactly the friendliest feeling place to walk at night.

 

I find it strange that this part of the walkway is totally caged in, but at the highest point of the bridge, the only thing between you and a fall to the water is a waist-high barrier.
