Cynthia, aka Gypsy, was a collector - a government agent from Earth-19 tasked with tracking down interdimensional travelers and punishing them to the fullest extent of Earth-19's law...which is a pretty extensive extent to begin with. When trying to arrest H.R. Wells, a citizen of Earth-19 who had been working with the Flash and his team on Earth-1, she was challenged by Cisco Ramon, aka Vibe, to trial-by-combat in order to save H.R.'s life. Cisco won, but refused to kill her as is customary. Gypsy accepted her defeat and returned to her Earth, with a significant respect for Vibe. She and Vibe would reunite after an attack by Gorilla Grodd, once more as she tracked down the 64th century criminal Abra Kadabra, and finally when Savitar and Killer Frost made an attempt on Cisco's life. From there, the two would begin dating long-distance, until Cisco was forced to choose between her and his team on Earth-1. Gypsy would meet Cisco one last time - or rather, the Cisco of Earth-19, known as Echo, who ultimately took her life.
I am still pretty unconvinced of that last bit, since they didn't have a body to show and the actress said afterwards that she was still more than happy to come back. Happening this closely to Crisis, too, seems...convenient.
Oh, also Cynthia should get a new name that isn't largely considered a slur
