The card was late, and the gift wasn't delivered. While inspecting offender mail two weeks ago, officers at Foothills Correctional Institution were suspicious of a belated birthday card. The front cover's paper layers had been pulled apart and resealed. Eight strips of Suboxone were taped inside. An investigation into addressee and sender was begun.
