Owl in Chevy Chase 2

Spotted this rather large owl while on a bike ride in the Chevy Chase area of Maryland. He or she was flying from tree to tree, being harassed by a smaller bird. The wingspan was quite large, and overall seemed large than an adult Red-tailed Hawk. All I had on me was my iPhone, unfortunately. A Barred Owl (Strix varia)?
