Reg Norris with horse and harrow on Mulgrave (Monash) Freeway construction site, likely Chadstone 1980

A similar photograph appears on page 13 of the Country Roads Board 68th Annual Report 1980-81. The supporting text notes that "with modern machinery unable to work in the wet conditions, a horse-drawn harrow was brought in to prepare the median for grass planting." The location would be in the section of the Mulgrave Freeway built that year, "between Huntingdale Road, Oakleigh East and Warrigal Road, Chadstone [which] was opened to traffic by the Honourable Robert Maclellan MLA, Minister of Transport on Wednesday 24th June 1981. This 1.6 km section of freeway was the final section of the Mulgrave Freeway to be constructed."

 

The photo in the Annual Report appears to have the house at 13 Adrian Street Chadstone in the background, so that is where we have geolocated this image on Google Maps.
