Well yes it's just a dream.
This sign is in the precinct of the Brisbane Powerhouse Theatre and it is amazing how many people walk past it without noticing it.

The Brisbane river has suffered floods since first settlement, as it has a large catchment, and through the suburbs it zigzags like a snake.
The worst flood in Brisbane history was in 1974 and there was severe flooding in the city CBD itself, as well as the burbs. Here is a link to an old photo from the city.
