Oleander, aka Nerium
Ages ago I called this "the freeway plant" when I had no idea of the name and it was planted everywhere in the median strip of freeways in California. I believe that nowadays visibility is considered more important than beautification, so I don't think there are any longer plants dividing the lanes on the freeway.
Some years on, I finally learned the name.
Oh yes, and it is poisonous, I recall, so don't let the grandchildren nibble on it!
