Based on the Barry Allen Kid Flash Costume from the Comics.
As I recal the costume cost us all of $15 for supplies and took about an hour to make. Longer if you count the drying time of the fabric paint on the sweatshirt.
Costume constists of sweatshirt and sweatpants, and red craft foam sheets, five in all if I remember correctly.
