Hunting Area _ Wildlife Refuge 2

The oddity of the combination of these two signs was fascinating to me. It is a National Wildlife Refuge, and unauthorized entry is prohibited. It is also a public hunting area. I guess this means I can't go in to photograph the nesting birds and seals; but hunters can shoot them. Someone explain this to me ...
