Ornate-Tailed Digger Wasp (Cerceris rybyensis)

The females of this species dig tunnels in which they lay their eggs. They then catch and paralyse small bees which they put in their nest for the babies. The adults feed on various flowers including yarrow (Achillea millefolium) as in this example. The ID of the wasp in these photos was confirmed by Matt Smith.
