It was done with Colors! on my iPod Touch. Colors! jas the real great feature of allowing you to change line thickness with tilt so you can get these flowing 'ink and brush' kinds of lines. It does also have millions of colors.
I've started to put together a big chart comparing all the features and foibles of the many drawing programs I use on my iPod Touch: studiojuliakay.com/portraitproject/uploaded_images/bigCha.... It currently has Brushes, Colors!, No. 2 & Sketches but I keep adding more.
