Illegal Liberal Democrat Signs

Charles West, the Liberal Democrat candidate for Shrewsbury and Atcham has been illegally placing campaign signs on public i.e. council land such as hedgerows etc despite being reminded on a number of occasions of the specifc council and electoral rules regarding sign sizing and placement. Every other parliamentary candidate can abide by them, what can't he?
