Penneys P-1 Super 8
Appears to be a Penneys-branded variant of the Zenomatic Z-20.
I bought this for cheap in hopes of experimenting with super 8 cinematography, however after a few hours of farting around with it I still can't get it to power up (I would think the motor should still spin without a film cartridge inserted).
If I can't get this working then Super 8 will hold off for a bit, I'd rather get the Big Swinger 3000 up and running again.
EDIT: So, now that it works, here are specs, per the Super 8 Database:
