The derelict water tower is all that remains of the old Johnson Motors plant on the Waukegan lakefront. The Johnson Outboards logo had long been consumed by rust stains by the time it was hit with Modest characters - now the city bickers whether to restore the tower as a memorial to the blue collar workers that made this town, or submit it to the same fate as the rest of the plant, last year.
