Validate?

I double clicked IE7-WindowsXP-x86-enu.exe and I was on my way. Up popped the installer, in an oddly shaded window which up until now I was unfamiliar with. I clicked Validate and waited at the following screen for a few minutes while my computer sat lifelessly in front of me.
