A primary part of what has been called Palmerston's Folly, these forts were built intending to protect the region from invasion. Only one of these installations was ever even occupied. The advances in artillery capabilities was the rationale for the creation of forts and batteries both here, above the city, as well as along the water all over the mainland and outlying islands.
