This statue of national hero José Gervasio Artigas stands at the beginning of 18 de Julio Avenue (18 July being the day the constitution was written) in the heart of the city, in front of the presidential building. Underneath is a mausoleum containing Artigas' remains. When we first ventured in it was completely empty save for a pair of soldiers standing guard at the back, and the whole room was very dark. The soldiers were so still we assumed they were just wax figures until we got close enough to realise they were watching us.
