Unplanned urbanisation directly increases people’s vulnerability to disasters. The economic, social and environmental consequences can be enormous. The ‘multiplier’ effect, where the remaining impact of one disaster is further exacerbated by another, as illustrated in Haiti where a massive earthquake in January was followed by a hurricane in November, further compounds development losses.
