Rafael E. Chicolugo is promoted to the rank of first lieutenant by Brig. Gen. John Uberti, U.S. Army Installation Management Command's deputy commanding general, in a ceremony Nov. 7 at Fort Sam Houston, Texas. Chicolugo was also presented with a Purple Heart and Combat Action Badge during the cermony. He was injured Sept. 16 when an improvised explosive device detonated during a dismounted combat patrol in Afghanistan, resulting in the amputation of his lower leg.
