The concrete council chamber dating from 1972 on the Daily Green Market (Dutch: Dagelijkse Groenmarkt) in The Hague was put out of use and demolished.
The British architect John Outram was asked to make a design for the new building. Shops should also be added to the building.
In 1998 the new building was ready. Particularly striking is the round head of the building on the corner of Groenmarkt and Grote Halstraat. This head follows the curve in the building line that was there before 1972. Large columns with different colored tiles carry a green roof in the form of a kind of lid. That is why the building is also called the Candy drum (Dutch: Snoeptrommel).
To the right you see 't Goude Hooft (English: Golden Head), this is the oldest inn in The Hague. In 1423 is already written about the tavern.
