If flashing the driver alarm system is shut off.

Have you ever been sitting on a bus at a station and the driver is not on the bus, someone (or you) rings the bell and the buses horn starts blaring! That's the driver alarm. If the driver remembers to shut it off before leaving the bus the horn won't sound.
