Low-quality learning outcomes in the early grades (grades 1-3) is a critical issue in Cambodia. A GPE grant of US$14,400,000 funds the Strengthening Teacher Education Programs in Cambodia (STEPCam) which aims to improve the quality of teaching with the ultimate goal of improving learning.
