"The Lower Saxony staircase does not need any supporting pillars. The opposing, centrally connected elements support each other and support themselves. A unique construction with exceptional statics, boldly designed by the architect Oesterlen. Preserving the Lower Saxony Steps in their original form had the highest priority throughout the entire conversion and new construction process.
As a distinctive eye-catcher in the back of the light-flooded Portikushalle, it opens up the visitor cloakroom and the Leibnizsaal, leads MPs and media as well as employees up to the upper floor to the surrounding gallery, to the adjoining administration wing and to the rooms for committee meetings."

Als prägender Blickfang im Rückraum der lichtdurchfluteten Portikushalle erschließt sie die Besuchergarderobe und den Leibnizsaal, führt Abgeordnete und Medien sowie Mitarbeiterinnen und Mitarbeiter bis in das Obergeschoss auf die umlaufende Galerie, in den angrenzenden Verwaltungstrakt und zu den Räumen für die Ausschusssitzungen."
