I'm back to where I started
I also have and have heavily used a BASIC Stamp BS2p40, and with these same displays I easily made this face once before on the stamp. It's very easy there. I had to learn more for this, but so far, the performance is much better. I errored so many times in the making of this simple face.

bsf porta, 1 ;clock 4017 high
bcf porta, 0 ;clock 4017 low
In the stamp you throw pins high and low with 1 and 0, and I forgot I should be targeting a pin # here, and that bsf and bcf (bit set and clear) were doing the high/low for me. When I realized, I changed both to 0, and the 4017 clocking finally worked.
I made many more dumb mistakes like that, costing me several hours of debugging, but it's all part of the learning.
