The internal mass is what is in direct contact with the TECs, they hold in the cold so to speeak so that they can cool down the probe. The hole in the front is where you put the probe into contact, a sloped surface provides maximum contact as well as removes any chance of "freeze up" between parts, and allows for thermal expansion/contraction to take place.
