In north India riot rules the festivities of Holi and most ( ok...some that I know ..) urban people dread the very thought of being subsumed in colors, water and sheer exuberance of human beings wanting to tar every face with paint.
In Goa it is not a fanfare of such excessive proportions. It is sedate and low key.
The only visible signs of people who celebrated the Holi festivities were westerners with dry paint/powder in the secluded enclaves of Anjuna and Vagator.
I do not think in North India you would venture out on a Holi day with a camera to take pictures but later afternoon in Goa was just fine.
