Ha! Looks a lil like real blood doesn't it?
Well, its another killer on the wall: Gutkha. According to Wikipedia (Gutkha), it is a crushed mixture of betel nut and tobacco, which is placed between the lower lip and the gums and forms a blood red mixture, which is generally spat on walls all over India. It is easily available at any store, and hence is often used by children who cannot be seen smoking cigarettes. It has been majorly criticized for its negative health effects (many types of mouth cancer etc) but is still in widespread use due to its addictive properties.
