Found in a drawer when clearing out my deceased uncle's home

A small ( 9cm x 6cm ) sealed brown envelope stained from age,and still with its original contents intact.

The words upon it read --- "Old English Flowers"

"Being outside the U A B's ( Unemoloyment Assistance Board ) scope, I am forced to do this.as the local P A C --- ( Public Assistance Committee ) also refuse me assistance while I seek employment. I am not a beggar, the perfume offered is best quality

Could this date from the depression following World War One ?

I could imagine my grandmother possibly buying this at the street door from some poor wretch down on his luck.
