I thought this was a great photo. I used the lasso tool to select portion and duplicated them to several layers. I added some motion blur as well as using the distort function to add the streaking. I applied this with different lighting modes to try and have them blend with the layers below. I used the airbrush eraser to bring the model forward of the layers and adjusted the color tone on her face somewhat. I also added some darkness to the top right portion of the original to try and help bring more emphasis to the model.
