It's basically a public advertisement of who's running in whatever elections are on at the moment - this is essentially a copy of a ballot paper - well, the second half of a ballot paper, anyway: the first half is to the right of that doorway.
Every candidate or party has a logo which gets painted in place, so you can know who's standing even if you can't read.
