The city does contain several "smarter" districts such as Miraflores comprising gleaming appartment blocks, offices and shopping malls.
Tuk-tuk taxis are banned from these areas in an attempt to keep up appearances. Quite possibly the authorities would like the same to apply to certain parts of the population too but life isn't that simple.
