I'm not sure what percentage of the Shard is currently occupied, I know for instance the Shangri-La Hotel isn't due to open until later this Autumn. The Observation decks opened a few months back and there's now a couple of restaurants open about half way up the skyscraper but I'm not really sure what is proposed to occupy the remainder other than a rumoured apartment for the Qatari Royal family that spreads over three floors.
