The story takes place in the near future where it has become possible to quantify a person's emotions, desires, tendencies, and psychological state into an index called a "Psycho-Pass." In order to ensure public safety, "enforcers" hunt down those with a high potential to commit crime and "monitors" accompany the enforcers in order to neutralize them if they become potentially criminal themselves.
