I am pretty sure that this interesting ca. 15 cm diam. object, cemented into a local footpath, is one of the official master surveyor's reference points for (Half) Canton Basel, Switzerland.
Why? First, one translation of "Vermessung" is "survey".
Second, some details about the brass symbol in the middle support this idea. It is lying on its side in this view, but it is a variation on Canton Basel's coat-of-arms symbol--a stylized version of a Catholic Bishop's staff (crozier).
In addition, the crozier has what seem to be two surveyor's modifications: a little circle that must mark THE spot, and the fact that the Crozier sits on legs--like a surveying instrument !
